Department of Structural Policy Coordination
The Department is responsible for structural policy coordination and presenting Poland’s position on the structural and cohesion policy of the European Union. It prepares draft programming documents in the area of the cohesion policy. The Department is in charge of evaluating the implementation of the Community Support Framework and the National Cohesion Strategy. It prepares draft national development strategies and analyses the consistency of other strategic documents with the National Development Strategy. It is accountable for developing the spatial development concept for Poland.

Department of the European Union and International Cooperation
In terms of the regional policy, the Department is responsible for coordinating matters related to Poland’s membership in the EU, including the actions of the Ministry’s representatives within the bodies of the European Council and the European Commission, and participating in the EU decision-making process. It is in charge of coordinating bilateral and multilateral international cooperation and preparing foreign visits of the Ministry’s management and visits of foreign guests to Poland.

Certifying Authority Department
The Department is in charge of the tasks falling within the competence of the Minister of Regional Development in his capacity as the Certifying Authority for expenditure under the 2007-2013 operational programmes co-financed by the European Regional Development Fund, the European Social Fund and the Cohesion Fund. In particular, the Department is responsible for preparing and submitting to the European Commission statements of expenditure and payment applications. It is also accountable for certifying whether such declarations of expenditure are accurate, based on reliable accounting systems and verifiable documents.

Department of Community Support Framework Coordination and Management
The department coordinates the implementation of the Structural Funds in Poland. It monitors the progress made in the implementation of the operational programmes and submits on-going reports to the national authorities. It submits annual CSF implementation reports to the European Commission and performs the function of the Coordinating Authority for the 2007-2013 programming period.

Managing Department for Competitiveness and Innovation Programmes
The Department is responsible for effective and efficient management, control and monitoring of the Sectoral Operational Programme Improvement of the Competitiveness of Enterprises for 2004-2006 and for preparing programming documents related to supporting enterprise development and supporting the use of EU structural funds under the National Cohesion Strategy. It is responsible for preparing and managing the Innovative Economy Operational Programme for 2007-2013.

Department for Coordination of Infrastructural Programmes
The Department is in charge of the overall management and coordination of actions taken in the framework of the Cohesion Fund in Poland. It supervises the Cohesion Fund Implementation Strategy and coordinates the preparation and implementation of the Environmental Protection Operational Programme for 2007-2013.

Department for Management of Transport Programme
The Department is responsible for managing the Transport Sectoral Operational Programme. It initiates and coordinates work related to the organisation of the Programme’s management, control and evaluation system, and oversees actions oriented towards ensuring proper delivery of the Transport SOP.

Department for European Social Found Management
The Department is responsible for drafting programming documents under the European Social Fund and for managing the Human Resources Development Sectoral Operational Programme as well as the EQUAL Community Initiative Programme for 2004-2006. It monitors and controls the ESF expenditure. It is also responsible for preparing the Human Capital Operational Programme for 2007-2013 and for managing it.

Department for Regional Programmes Coordination
The Department is responsible for coordinating the preparation, implementation and monitoring of 16 Regional Operational Programmes. As the Managing Authority it is also obliged to prepare the documents for the Eastern Poland Development Operational Programme for 2007-2013 and manage its implementation. The Department prepares the Social and Economic Development Strategy for Poland for 2007-2020 and monitors the development of regions. It also coordinates the cooperation between the Ministry and the Joint Commission of Government and Self-Government.

Implementation of Regional Development Programmes Department
The Department is responsible for coordinating the preparation, implementation and monitoring of 16 Regional Operational Programmes. As the Managing Authority it is also obliged to prepare the documents for the Eastern Poland Development Operational Programme for 2007-2013 and manage its implementation. The Department prepares the Social and Economic Development Strategy for Poland for 2007-2020 and monitors the development of regions. It also coordinates the cooperation between the Ministry and the Joint Commission of Government and Self-Government.

Territorial Cooperation Department
The department is also responsible for programming and managing INTERREG III programmes in Poland and monitoring and controlling the expenditure incurred under these programmes. It also develops the programmes under the European Territorial Cooperation and the European Neighbourhood and Partnership Instrument in which Poland participates in the years 2007-2013.

Department for Aid Programmes and Technical Assistance
The Department oversees the implementation and use made of PHARE pre-accession funds and post-accession aid schemes. It manages the Technical Assistance Operational Programme, implements it and monitors its delivery. It coordinates and supervises the execution of the EEA Financial Mechanism and the Norwegian Financial Mechanism.

The Department is responsible for matters related to constructing and implementing the ministry’s budget and for providing financial services for financing from the Structural Funds and the Cohesion Fund. It also provides consultation on public finance and structural policy instruments.

Department of Information, Promotion and Training
The Department prepares the European Funds Communication Strategy and coordinates its implementation by the Managing Authority. It ensures cohesion of the plans and schedules for publicity actions taken by the different organisational units of the ministry and issues publications concerning the Ministry’s operation. It is responsible for contacts with the public and co-participates in informing the media about works being currently undertaken at the resort.

Secretariat of the Minister
The Secretariat of the Minister is in charge of supporting the Minister and the other members of the Ministry’s management in organisational terms, referring matters and forwarding correspondence to relevant departments. It monitors the delivery of tasks arising from the agendas and meetings of the Council of Ministers and the Committee of the Council of Ministers, and coordinates the preparation of the Minister’s opinions and positions to be included in the materials submitted for debates by the Council of Ministers and the Committee of the Council of Ministers.
