The Department is responsible for structural policy coordination and presenting Poland’s position on the structural and cohesion policy of the European Union. It prepares draft programming documents in the area of the cohesion policy. The Department is in charge of evaluating the implementation of the Community Support Framework and the National Cohesion Strategy. It prepares draft national development strategies and analyses the consistency of other strategic documents with the National Development Strategy. It is accountable for developing the spatial development concept for Poland.

The department coordinates the implementation of the Structural Funds in Poland. It monitors the progress made in the implementation of the operational programmes and submits on-going reports to the national authorities. It submits annual CSF implementation reports to the European Commission and performs the function of the Coordinating Authority for the 2007-2013 programming period.

The Department is responsible for coordinating the preparation, implementation and monitoring of 16 Regional Operational Programmes 2007-2013. As the Managing Authority it is also responsible for Integrated  Regional Operational Programme 2004-2006 and manages its implementation and closure.

The Department is in charge of the tasks falling within the competence of the Minister of Regional Development in his capacity as the Certifying Authority for expenditure under the 2007-2013 operational programmes co-financed by the European Regional Development Fund, the European Social Fund and the Cohesion Fund. In particular, the Department is responsible for preparing and submitting to the European Commission statements of expenditure and payment applications. It is also accountable for certifying whether such declarations of expenditure are accurate, based on reliable accounting systems and verifiable documents.

In terms of the regional policy, the Department is responsible for coordinating matters related to Poland’s membership in the EU, including the actions of the Ministry’s representatives within the bodies of the European Council and the European Commission, and participating in the EU decision-making process. It is in charge of coordinating bilateral and multilateral international cooperation and preparing foreign visits of the Ministry’s management and visits of foreign guests to Poland.

The Department prepares the European Funds Communication Strategy and coordinates its implementation by the Managing Authority. It ensures cohesion of the plans and schedules for publicity actions taken by the different organisational units of the ministry and issues publications concerning the Ministry’s operation. It is responsible for contacts with the public and co-participates in informing the media about works being currently undertaken at the resort.

The Department is responsible for drafting programming documents under the European Social Fund and for managing the Human Resources Development Sectoral Operational Programme as well as the EQUAL Community Initiative Programme for 2004-2006. It monitors and controls the ESF expenditure. It is also responsible for preparing the Human Capital Operational Programme for 2007-2013 and for managing it.

The department is also responsible for programming and managing INTERREG III programmes in Poland and monitoring and controlling the expenditure incurred under these programmes. It also develops the programmes under the European Territorial Cooperation and the European Neighbourhood and Partnership Instrument in which Poland participates in the years 2007-2013.

The Department is responsible for preparing the documents for the Operational Programme Development of Eastern Poland for 2007-2013 and managing its implementation as the Managing Authority of the Programme. The Department prepares the Strategy for socio-economic development of Eastern Poland until 2020 and monitors the implementation of the strategy. The Department is also in charge of the task comprising of identification and delimitation of areas of strategic intervention of regional policy and the design of support mechanisms dedicated to those areas.

The Department oversees the implementation and use made of PHARE pre-accession funds and post-accession aid schemes. It manages the Technical Assistance Operational Programme, implements it and monitors its delivery. It coordinates and supervises the execution of the EEA Financial Mechanism and the Norwegian Financial Mechanism.

The Department is in charge of the overall management and coordination of actions taken in the framework of the Cohesion Fund in Poland. It supervises the Cohesion Fund Implementation Strategy and coordinates the preparation and implementation of the Environmental Protection Operational Programme for 2007-2013.

The Department is responsible for the support of management and coordination actions taken in the framework of the Cohesion Fund and the Infrastructure and Environment Operational Programme for 2007-2013.
It supports the Department for Coordination of Infrastructural Programmes in managing, coordination and control of measures under the Infrastructure and Environment OP and the Cohesion Fund within the Managing Authority.
Department is also responsible for preparing and updating horizontal guidelines for environmental impact assessment within National Strategic Reference Framework for 2007-2013.

The Department is responsible for effective and efficient management, control and monitoring of the Sectoral Operational Programme Improvement of the Competitiveness of Enterprises for 2004-2006 and for preparing programming documents related to supporting enterprise development and supporting the use of EU structural funds under the National Cohesion Strategy. It is responsible for preparing and managing the Innovative Economy Operational Programme for 2007-2013.

The Department is a Strategic Institution for the National Strategic Reference Framework (NSRO) in the field of monitoring and coordination of projects placed on the individual projects’ lists for NSRO 2007-2013 operational programmes and project to be implemented in the next financial perspective. The Department performs tasks resulting from the Minister’s function of the SOPT Managing Authority.

The Office of the Minister is in charge of supporting the Minister and the other members of the Ministry’s management in organisational terms, referring matters and forwarding correspondence to relevant departments. It monitors the delivery of tasks arising from the agendas and meetings of the Council of Ministers and the Committee of the Council of Ministers, and coordinates the preparation of the Minister’s opinions and positions to be included in the materials submitted for debates by the Council of Ministers and the Committee of the Council of Ministers.

Internal Audit Unit is responsible for performing internal audit within the Ministry in accordance with regulations and internationally recognized internal audit standards. The scope of the internal audit can cover all activity areas of the Ministry. The Unit is moreover responsible for  performing  tasks  in a scope, that results from the rights defined in contracts drawn up between the Ministry and units involved in implementing European Union  programmes.
